Code Enforcement DivisionÂ
The Code Enforcement Division works in partnership with the residents of Elkhart to promote safe, clean, and desirable neighborhoods. Our goal is to ensure that properties meet local standards by using fair, consistent, and legally authorized methods to bring properties into compliance.
We administer unbiased enforcement efforts to address violations of municipal code requirements in accordance with the 2006 International Property Maintenance Code (ICC).
About the Division
The City of Elkhart’s Code Enforcement Division includes four Code Enforcement Officers and one Rental Inspector. Each officer is assigned to a specific geographic area within the city as their primary responsibility. However, all officers are able to respond to concerns anywhere in Elkhart as needed.
Responsibilities & Authority
Code Enforcement Officers are responsible for identifying violations and taking appropriate action to resolve them. This may include working with property owners to achieve compliance or pursuing additional legal remedies when necessary.
Officers are authorized to:
- Observe the exterior condition of private property
- Access exterior areas of publicly accessible private property
- Conduct inspections
- Post notices and issue warnings, citations, and orders
- Obtain inspection warrants in accordance with Indiana Code (IC 36-7-9-16), when required
- Issue necessary documentation in the course of their duties
